Possible Steiff Teddy Bear

This vintage bear has been in my 97 year old German mother-in-law’s possession, and she says he is a Steiff bear. We do not have any information in regard to his true age. He has been well loved because his left ear is missing. He still has his growl when you recline him. As you notice in the photos, he has a stitched nose and three stitched toes on each foot. He has two tone eyes. He is 22 inches long when reclined and sits at 15 inches. Any knowledge on our bear, would be greatly appreciated.

As I posted, this bear belonged to my 97 year old mother in law since she was a little girl in the 1920’s. He is jointed and arms, legs, and head move. Growler works as well when you recline him. Family would like to ID him since there are no tags or buttons on him. Thank you for anyone’s knowledge.
