Poor little fella

I purchased this teddy from a car boot sale as I collect old teddy bears and this poor little fella was stuck in a plastic bag. I asked the lady about him and she assure me it was a steiff but she had had a garage fire and he sadly got caught in it. She was telling me he has his growler but it doesn’t work and he clearly needs tlc. I think I would like to get him repaired but really wanted a rough estimate on his value. He has the long steiff arms even though one has fallen off and the jump on his back. Sadly he doesn’t have a button. I would appreciate any valuation please and then I can get him repaired. Thank you
