Please help me identify my childhood bear!

This handsome chap named Billy has been in my family since roughly 1996-1998, and we are from England.

His label is gone, so I'm completely clueless as to what the brand is.
Any help would be greatly appreciated!
His head is squishy but his hands, feet and bum are crunchy, feels like beans. The arms and legs are kind of hollow (although this may be from age).
His eyes are green with black pupils.
His fur is short and orangey-brown.
He's about 18 inches tall when laid flat
His nose (snout?) is fairly short, at 1.5 inches long.
I don't think he has a mouth, unless the thread came off over the years
