Old light colour movable head bear

Trying to work out the history of my old bear. He is about 30 centimetres in height. Light blond colour. Fur is short soft brisslely. Well worn in places. He also has a lever at the back which spins around and moves the head. It looks jointed but movement is very stiff. He has longish arms that curl over at the hands. He is pretty hard - no soft - and makes a kind of crackling noise. Not sure what is in him. He seems to have a plate of some sort in his tummy which you can press on but nothing happens anymore. No tags at all. I have no history with the bear. Bought it at an op shop.
