How old is this bear?

This bear was found whilst clearing out my Grandmother's house in 1995 but was put in a box and forgotten about until last week. No-one seems to know who it belonged to but I figured that if I knew how old he was then that would help narrow it down. My 90 year old Mother doesn't know who it belonged to but does know that it isn't hers. If it belonged to one of her siblings then it would date from the 1930's.
The family lived in Ilfracombe but moved to Kettering after WW2.
