Early 2000’s GUND Teddy Bear

This bear has been my teddy bear since I was little. Because of wear, I am unable to identify him. I know that he is a GUND bear from the late ’90’s/early 2000’s, and I have a very low resolution quality tag that I have attached. Unfortunately, I am unable to read it. He has white fur and a red bow. I’d appreciate any help!
