Do you know who the maker was of my old bear?

I plan to get this bear restored but first want to know what it originally looked like when leaving the factory. All assistance greatly appreciated!

Do you know who the maker was of my old bear? I think he is very old but have no idea really as there is no labels but he (I assume he is a he) does have quite a distinctive shape. His insides feel like solid straw with jointed arms and legs. 15" (38cm) tall approximately and there is a working growler inside. My family are from England... Is he English? How old do you think he is? I've spent days looking on the web and am getting nowhere. I am keen to also know if the eyes are original... I assume his red mouth is a later addition.
