Bear Identification Assistance

Hello! - I was looking for some help identifying the bear in the attached photos. The bear had a tag that reads "A treasure forever by Frances". I did some online research and I cannot find the maker of the doll or who Frances is. The bear is approximately 16-17 inches high with what appears to be mohair. The eye material appears to be glass. The pads on the feet and hands feel to be made of leather. The bear arms and legs are jointed and they move smoothly. There are no other markings on the hands or feet. The only identification is the tag which I mention above.
