Bear from Bulgaria

Hi, I would be grateful to anyone who is able to give me any Identification on this bear? I recently acquired him from Bulgaria. He was described as a brown bear but he is actually a golden blonde mohair. You can see his original colour mohair under his paw pad where a hole has appeared in the fabric. He is just filthy dirty, dirt and sand is literally falling off him as I opened him up today on delivery. It’s like he was dug up out of a heap of dirt. I intended on restoring him myself but I would like to know more about him before I do. He stands about 20 inches high. Has glass eyes jointed in five places, I think these joints are card disks and pins, he is wood wool stuffed and he has a blue ribbon around his neck that is knotted far too tightly and is going to be difficult to remove, he also has a working growler. I feel he could be a German bear as he has the look, No ear button or other makers mark or pin.Thank you for any feedback you feel might help identify him.
